Uganda and Lord Resistance Army are to sign a final peace Agreement, on April 5th, 2005, in Juba, Southern Sudan.

The final peace agreement that is a compilation of the past agreements is deemed to end a 21- year-old war, and peace talk that have lasted 20 months.

President Yoweri Museveni is to represent the government of Uganda, and Joseph Kony is to sign in behalf of the LRA.

In case Kony does not come for the signing, Dr. Ruhakana Rugunda, Minister of Internal Affairs and Head of Uganda government delegates to the Juba talks said, “It will not jeopardise the signing of the peace deal, and the government of Uganda will accept under credible people witnessing his signature in Rikwangba, though not desirable.”

So far, the Uganda and LRA have extended the cessation of hostilities to 6th April next month to enable the signing.

Immediately after the signing of the peace deal, the implementation process is to take root in respect to the agreed precepts.

Wajumbe wa serikali ya Uganda wanatarajiwa kusafiri Juba, mji mkuu wa Sudan Kusini, Jumatatu ijayo katika awamu ya mwisho ya mazungumzo kati yake, na waasi wa Lord Resistance Army (LRA).

Mazungumzo hayo yatazingatia kumaliza ratiba ya utekelezaji; kuanda mkataba wa amani, na kuitia sahihi kutamatisha vita vilivyozidi miongo miwili.

Mapema mwaka huu, pande hizo mbili zilipiga hatua zilipomaliza agenda tano kuu, na kutia sahihi itifaki ya utekelezaji kufikia amani yenye kudumu.

Wiki jana serikali ya Uganda ilidai kiasi kikubwa cha wanamgambo wa LRA, waliondoka Garamba huko DRC wanakojificha, na kufika nchi ya Afrika ya Kati; kinyume na wanakotarajiwa kujikusanya na kujisalimisha huko Rikwangba, Sudan Kusini.

Ndio mkataba wa amani kutiwa sahihi, Joseph Kony anasema mashtaka dhidi yake huko ICC ni lazima yatupiliwe mbali, huku serikali ya Uganda inasema ni lazima atie sahihi mkataba huo kwanza, ili mashtaka dhidi yake kwa ICC yataweza kusahaulika.

Wiki mbili zilizopita, Rais wa Uganda Yoweri Museveni alisema hataikabidhi mahakama ya kimataifa ya jinai (ICC) viongozi wa LRA walioshtakiwa kwa makosa ya jinai, akidai wana-uganda wamekubali kutumia mahaka za Uganda pamoja, na mahakama ya kitamaduni inayoitwa Mato-oput.

Rais wa Libya, Muammar Al-Qathafi ameufungua msikiti mkubwa chini ya Sahara jijini Kampala, Uganda.

Msikiti huo unaoitwa Qathafi National Mosque, ulifadhiliwa naye (Qathafi) na unauwezo wa kuenzi watu kuzidi alfu ishirini kwa wakati mmoja.

Akifungua msikiti huo, Qathafi aliwasihi waislamu ulimwenguni kuwa kitu kimoja na kuzisahau tofauti za kidhehebu na kumheshimu maulana.

Waliohudhuria sherehe hiyo ni marais kutoka Kenya, Uganda, Rwanda, Burundi, Somalia, Mali, Djibouti, Zanzibar na waziri mkuu wa kwanza wa Tanzania.

Kabla hajaondoka Uganda, Qathafi anatarajiwa kupatana na marais hao.

United Nations High Commissioner for Refugees Antonio Guterres is appealing to the new Kenyan government to work on reconciliation in order for the refugees in Uganda to return home.

“I appeal to the new Kenyan government to strongly engage at community level in creating conditions for true reconciliation for these people to go back in the near future,” Guterres said.

Uganda hosts more 12,000 Kenyan refugees of the post election violence and the majority are scared of being attacked if they go back in Kenya.

He advised the Kenyan government to embrace reconciliation that goes beyond political agreement at the top and takes root ending fear amongst Kenyan refugees.

Guterres, who is on a four day visit to Uganda, added that the UN is committed to repatriation of Kenyan refugees at their own will.
